How exactlydo they keep people from swimming in that area; with warning signs? Do people see the steam, and put 2 and 2 together to get 5???

Re: How exactlyGood question. There are obviously no guards, so they simply appeal to good reasoning. There are many warm spots in the water, which invite for swimming. These spots can suddenly and unexpectedly get boiling hot. Because these events are very unpredictable at the moment the area is closed for swimming. But again, I am sure many people jump in.
