How did the guy get up there?

I thought that Big Brother was suppose to be
watching us.

Not wanting to damage diplomatic relations between Japan and the U.S., I will refrain from sharing any more incriminating details.

Suffice it to say, I know this culprit was born in Japan and was acting in the role of a National Park tourist that day ;-)

OK, perhaps you can answer me this?

Regarding the new highway bridge across the
Hoover Dam gorge:

There's a rumor that they plan to construct a
special "sheep" bridge for the Bighorn sheep
to get across, have you heard anything?

They're still going to keep the top of the
dam open for tourist traffic, right ??? ??

According to the "Record of Decision" published by the Feds, There will be wildlife overpasses and underpasses. More info can be found at this site: http://www.hooverdambypass.org/pdfs/rod.pdf

To answer your other question: tourist traffic will still be able to access the dam; however, no through traffic or truck traffic will be allowed over the dam
