I don't think people have picked up permits at that Lone Pine office for at least 4 years. I think the new address is:

Nice page, great work. But the North L couloir and the rest of the climb is definitely not class 4. Other routes to this summit are indeed class 5 and higher, but not this route. Things get classified and nobody changes them ever again. I've done harder class 3 on other summits than the "class 4" on Sill.
I'd say this one is borderline. For sure, once on the ridge, it's class 3. I've found variable conditions on the traverse and climb up onto the ridge. Class 4 is technically "if you fall, you die" terrain. Whether you think you could take the long dirt nap after falling on the wrong place in this route is up to you. I think there is a possibility. The author of the mountain project page agrees with this assessment, as does Secor, while the sandbag master himself, Steve Roper, straddles the fence at class 3-4. I'd invite anyone consulting this page to consider all available sources of information and opinion to come to their own conclusions about what to be prepared for, and how to handle whatever reality they are faced with once on route.
