Vallferrera can be reached from Andorra - specifically Arinsal, via the GR-11 (the signs say it's 5h30 to hike to Arinsal from Vallferrera). Buses go to Andorra la Vella from Barcelona for ~17EUR, and the public bus goes near the trailhead in Arinsal.
