This grass is of the genus Timothy (Phleum). If it were in the North American mountains I would quickly call it is Phleum alpinum, a species that does extend south through the South American mountains. I'm reasonably sure that is what it is; however, since I do not know the South Amercian flora real well, I can't be certain there is not another similar species down there.
