Those are boots. I didn't ever examine them closely, but they actually look like the type you wear fishing. Anyway, they appeared to serve him well.

If you view at original size and then click on the photo again to enlarge more, you will see that they are Oregon Research Gaiters over a pair of regular mountain boots.
