Before you can do some serious mountaineering in Bolivia, you'll have to acclimatize. Just south east of La Paz lies Valle de la luna, with some strange formations. It's not rock, and I got the definite impression that a serious rainstorm would crumble it all.
I think you could get some nice practice in climbing with ice axes and crampons on these things, but the erosion you would cause with every blow of your axe would probably not go well with the locals. And it might be hard to place any useful protection in these things.
